The institute of economics structures research (GWS) is a private, independent economic research and business and policy consultancy organization. Our goal is to provide objective, impartial, factual consultancy to aid social transformation and development processes. GWS MBH’ strengths are in documentation and analysis of these processes, with the aim of producing policy recommendations for political, business and social decision-makers. Our core activity is the development and application of data systems and empirical economic models which transparently model economic interdependencies at a range of scales. We work on a broad range of energy, climate and environmental economy and policy issues. The spectrum of our activities encompasses applied basic research, development of scenarios and forecasts, analysis of policy measures and political and business consultancy. Our analytical work is based on empirical models and methods which have been used both domestically and internationally for many years and are regularly updated. A key focus is on the macroeconomic analysis of different developments and policy options. In addition to modelling tools, GWS MBH has developed IMAGINE, a graphical user interface which enables our customers to run simulations autonomously and to access a comprehensive data inventory. GWS MBH has outstanding experience in modelling macro-economic effects on a regional, national and global scale. The set of macro-models already maintained in GWS MBH includes individual country models (Germany, Austria, Russia), and global models with explicit modelling of exports and imports, other core components of final demand (private and public sector consumption and investment), markets for goods and the labour market, for each country.

Ulrike Lehr is partner of GWS and studied physics at the University of Essen (Diploma in 1990) and economics at the Virginia Polytechnic Institute & State University, Blacksburg, VA USA (M.Sc. 1992). She received her PhD for a thesis on environmental valuation in 2005 from the University of Hohenheim. She worked as a researcher at the department of System Analysis and Technology Assessment of the German Aerospace Center (2005-2008) at the Rhine-Westphalia Institute of Economics Research, RWI e.V., Essen; Department of energy policy studies and research (1993-1999). She works with GWS as a Senior Expert since 2008. She has large research and consulting experiences with national and international institutions including German Federal Ministries for Economy, Environment, Research and Education, GIZ, EU, IEA, and as a counselor for twinning projects within the new member states.

NAME: CHRISTIAN LUTZ

CV RESUME:

Dr. Christian Lutz is managing director of GWS since 2000 and leads the division energy and climate. He will lead GWS research in GRETA. Christian holds a PhD in Economics from University of Osnabrück (1997) and a diploma in Economics from University of Tübingen (1993). He has more than 20 years of experience in macroeconomic, environmental and energy modelling, structural change analysis with focus on different industries, fiscal policy and policy evaluation on a country and EU level. His research interests include model building and application, sustainable development, energy and environmental policy, industrial ecology, labour markets and international trade. He has closely evaluated policy measures in energy and transport. He contributed to the German scenarios for the energy concept and is supporting the monitoring of the German energy transition. He has been involved in different research projects on the transformation towards a low carbon economy and related chances and risks for industries.

Gerd Ahlert is partner of the Institute of Economic Structures Research (GWS) and holds a Master in Economics (Diploma 1994). Gerd is working for the GWS since its foundation in 1996. He is a senior expert in the fields of statistics and economics with focus on National Accounting and Economic Modelling. He has developed a key competence in National Accounts based theme oriented and functional satellite accounts and its practical implementation in several fields (i.a. sport, tourism, health, transportation, environment, and welfare) as well as associated model based macroeconomic impact analysis. Gerd Ahlert is also involved into the construction and application of the global multi-sectoral macro-econometric environment model GINFORS and its application to resource issues and climate change and adaptation issues and related transformation to a low carbon and resource economy (i.a. FP7 project CECILIA, ToPDAd, POLFREE).
